It really varies by state I'm sure. MA seems to be strict about everything (best friend from Boston, been there recently). I'm surprised no one with headers chimed in yet.
In almost every case you will fail inspection. That is because most of the states have a "visual" part of th einspectiont o see if any smog gear has been tampered or changed. Your headers definitely qualify for that. Cheers.
i just moved here from calif last year... whewww, do they have smog laws there... up here i have absolutly no smog restrictions to deal with.. and that's the way i like it
Very few people will answer this question. Most that have headers know someone or a shop that will look the other way and they'd never say that in an open forum like this. Most people don't know that LT headers are illegal in all 50 states whether you have CATS or not. Just moving the position of the CATS makes it illegal. Some states don't have inspection/emssions requirements and some are more stringent than others but LT's are illegal in all states. I believe this is a federal law.
One of the reasons I don't have LT's is because I'm unsure of where I can take my car for inspection and I just don't want to deal with being hassled.

That is for emmisions. If they do a visual inspection as they are supposed to do in PA then you would fail by the book. My car is emmisions expempt due to mileage but they are still suppose to do a visual as part of the yearly PA inspection.
California you fail. I'm getting the same HP as guys with headers, the cost of good headers $1200-2000, install $1000 or so, it ain't like the "old days" where you just "uncork" a 350. the factory did alot to the stock exhaust manifold to get the HP we're getting, if you whatched the nat/geo program the guy points that out, even the ls2-3 are just like a good set of "shorty" headers, I'm getting 380 HP 384 TQ out of a stock-tuned- roller rocker-LS2 and thats on a mustang dyno!
