In California, the turn signals are used after the lane change has begun and they are only to signify to the driver behind you that you made it without him blocking you. It's kind of like a "Ricer drive by" with the flashers on kind of thing.
You can purchase a kit from a few vendors that have the turn signal arrows in the mirrors. Pretty easy to install from what I have seen, but you give up the auto-dimming feature. Believe the heated portion still works, but not the auto-dimming. Last time I saw a kit for them, they were around $270 for a pair that replace your stock mirror glass.
Eckler's has a kit for $149.95 (part no. 50835) that is their version of this type of turn signal mirror. Looks like the mirrors in this kit stick on top or the stock mirrors with double sided tape.
