The best battery tester, in my opinion, is the Midtronics battery tester. It can tell if the battery just needs to be changed or if the battery needs to replaced. I have found it to be very accurate.
What apparatus do you use to test the above, or can one visit an auto parts store and get them to do it for you? Thx
a volt/amp meter. You can get a cheap one. then set it to read amps or milliamps (other guys pitch in with your knowledge). Disconnect the neg terminal and clamp on leg of you meter on the battery terminal and the other one on the neg cable. So what you're doing is putting the meter "inline" with the electrical circuit. then see what the reading is. It should be high. then pull each fuse (my panel is under passenger floorboar) one at time and if nothing happens on the meter put it back and pull another. You will eventually find one that when you pull it the meter reading will drop significantly. Hopefully this helps.

Best meters are made by Fluke. But to test the battery itself, you need a tester that will put the battery under a load. This is a completely different thing from a multimeter. It puts a big load on the battery and then tests how it maintains voltage when it is under that load. The big load is like 100 amps...much more than any regular multimeter could ever test.
The multimeter, as stated above, is put in series with the battery to measure the drain from the car when its turned off. This is only in the range of a few amps.
