I do not want to mount the EZ pass on my windshield and there is no front plate for the optional pass. Since the body is mainly non metalic I was wondering if the pass could be mounted somewhere under the bumper or hood.

Not sure what style you pass is, but mine is a flat decal. After getting a tip from forum member I put it in the very top right (passenger) corner of the windshield. From the outside it is almost all hidden from view by the streak of tint that comes on the windshield. In this location you don't even notice it - inside or out.

I know you said you didn't want windshield mount, but did you ever see/consider the EZclip? That's a removable suction cup mount for the transponder:
I have the original black model, it worked great but the transponder kept spreading the plastic and falling out. Me, learning my rigging skills many years ago as a Vega (V8 swap of course) owner, I fingered out a fix: as long as you put the transponder in upside down (from how it's intended, but you still attach it with the arrows on the transponder facing up) and put a strip or two of single-sided foam rubber on the side of the transponder that goes against the windshied to keep it from rattling it will work like a charm.
Solves the problem of multi-vehicle use and theft.
I just hold it up near the rear view mirror, then put it back in my pocket or the console
I also did that until one time I was in an involved conversasion and forgot to hold it up going through the tolls. A couple of weeks later I got a letter ticket with a pic of my cars rear passing through the toll. Forgot how much the fine was but it was alot! I called and was able to talk my way out of it but they made it clear that was my one time pass.
This weekend I may look for a good location and give it a try. I will go through the ezpass/ticket line to see if it registers, if not I'll take a ticket.

thats what i use ..make sure to get the newer style with 3 suction cups the 2 suction cup type one sucked .

just curious, why would you rather not mount on the windshield?
i stuck mine between the rearview and onstar. it's so much out of sight, one day i forgot where it was.
i don't recall seeing it from the outside and i am not going to look...it might bother me if i see it.
