To The Top and "bump" are just ways of moving the post back to the top of the listed threads.

frequently it's done when someone has an item for sale in parts. or it can be when someone has a question and no answers have come in and the thread is sinking to the bottom of the page where some may not see it.

~ ttt (explained above) ... just a way to move a thread back up to the top/keep it current on page 1. The way the thread format is designed - requires some sort of entry for the system to accept/process the thread update, ergo, ttt or bump.
