I don't buy OnStar phone minutes; just the Safe & Sound plan. Yesterday I got two "wrong number" calls over my C6's OnStar phone. How does that work? One of the callers said he's a Verizon customer (if that relates at all).
I believe every car has a phone number assigned to it. If you bought the car new it comes with some "free" minutes. The person dials the wrong number and gets you by mistake.

And you pay for the minutes. That's the money maker in cell phone service, BOTH phone users pay. On a land line to land line call only the caller pays for used minutes, on a cell phone to cell phone call BOTH are charged for minutes of use.

To to OP, for the Safe and Sound plan, your car must have a phone number for it to work.
Yes, but it works without you buying phone minutes.
BTW: If I try to make a call with my OnStar phone I get a voice saying I can't because I don't have any minutes. And when I call the car while it's not running and in the garage I get "...not a working number...".
Called OnStar. Unknown to me, they had given me 30 free minutes on Aug 21st (I was not notified!).
So, to solve the wrong number problem, they changed my car's phone number. They also gave me 20 more free minutes to make up for the wrong numbers. Nice, but I might never use them. I don't really like the phone.
