Base Models

Normally this dealers stock would be mostly LS3 upgrades, with lots of other stuff keeping the list price around $60 K.
Does this indicate a nationwide trend to keep the car pricing available to more buyers and increase sales?
I waited a long time to find a base priced 08. Now the lot is full of base priced 09's.

GM builds cars based on dealer orders (at least for cars like the Corvette). Most dealers order far more 3LT cars because they can make more profit off of them, and usually they can sell the 3LT equipped cars even to those people looking for base models.
Now that the economy's in the tank, and people are not willing to spend money so easily, I would guess dealers are ordering more base models so they don't have to overcome buyers objections to paying for something they didn't originally 'want'.
But this will vary from area to area, and dealer to dealer. Up here in the soggy NW, most Corvette buyers are really buying toys. They're second cars for when the weather is nicer, and you don't want to drive the SUV. So fewer people may buy toys, but those who do, are less likely to have a major issue with an extra $5k in options, than someone who is buying a daily driver, which they're stretching into a Corvette.
That's also why dealers up here don't discount Corvettes as much as most other areas, and why dealer allocations are much lower.
If you can do without the HUD, and the heated seats, most of the other 3LT items are either aftermarket upgradeable, or nice gadgets, but not necessary (unless you have multiple drivers, or have a hard time getting into the seats). The 2LT and 1LT versions still offer the most bang for the buck out there!
