it's not too bad..... take off front wheels and you have easy access to the sockets from behind...... without removing the wheels it's pretty hard since you can't see and have to rely on feel.

I have an 05, have changed them out this past summer, not to bad, agree take the wheels off first to access the fog lights, if I remember you need to pull the wheel inner liner back, pretty sure there are several how to links, just do a search and they are on here. Correct that there are some access panels that need to come off not the inner liners them self,(if I remember correctly), getting old and senile, dont remember like I used to.

You can change the bulbs without removing the wheels. Just rotate the wheel to the extreme left/right. Remove the top 3-4 push pins and you can reach in and remove the fog bulbs. It is tight but it is do-able.
