There's a torx 15 nut right in the top of the tail light....unscrew it and the tail light will drop right out.......twist the bulb out........take the bulb to your local auto supply place to make sure you get the right one.....then do the above in reverse order.....
I don't think its the bulb since the highside for turn signals is usually the same as the brake light. suggest you check the wiring behind the tail light to ensure its all plugged in correctly. probably a loose connection on the brake light curcuit.

That's my take too. Dual filament bulbs usually share the same one for brakes/turn signal
