Wipers and Headlights Interconnect
Since 2007, California law requires drivers to turn on their headlights in the rain. I believe this feature has been integrated in some of our cars (or maybe all) while ago. Again I am not sure which model years and which state cars have this feature.
Wiper Activated Headlamps
This feature activates the headlamps and parking
lamps after the windshield wipers have been in
use for approximately 15 seconds and deactivates
and returns to ambient lighting conditions
15 seconds after the wipers are turned off.
If the exterior lamp control has been turned off or
is in the parking lamp position while the wiper
control is active in any position, the HEADLAMPS
SUGGESTED message appears on the Driver
Information Center (DIC). See DIC Warnings and
Messages on page 212.
When the ignition is turned off, the wiper-activated
headlamps will immediately turn off.
GM must have been saving ink in 08.

Tim, If I recall, no they won't. The wipers must be on for 15 seconds before the timer will kick the headlights on. This is to prevent you flashing everyone everytime you use the momentary wipers.
You are correct about the momentary position. I couldn't find anything about the delay mode causing the headlights to come on automatically. I just got back from trying this and yes, indeed, the headlights will also come on when using the delay mode after 15 secs.
