I believe the steering column is assembled by Saginaw Steering Division. I don't think this is a Bowling Green issue. It sounds like the pivot pins were not torqued properly.

Has the car even been in ,previously, for any type of steering column repairs?

Torque has nothing to do with it. The pins are pressed into place. I've not personally taken the car in, but I'm not the original owner. It looks like the telescoping recall was done, but I'm no expert.
