I need to change my oil soon.
I have a 2006 3LT Automatic. I've only owned it since August, so this will be my first oil change.
Can I use either the Delco UPF46 or the Mobil 1 M1-107?
Are these the right and best oil filters for my car or is there something better out there?

From studies where the oil filter is cut apart and examined, the best filters are (in no order) Bosch, Mobil 1, Wix and K&N. Application charts are at any parts counter.
I'm sure there are better filters than AC - but that's what the factory installs, and they need to stand by it if fails, so based on that, I use an AC oil filter. Any place that sells them will be able to look up your application or have the application guides there for you.
Only problem I've ever had with a defective filter was a Delco that the dealer installed on my C5 during an oil change. I switched to WIX, Mobil1 and K&N because a motor is a terrible thing to waste.

46 is LS1...48 is used on both LS2, LS3and LS7. The 46 fits but is different inside (pressure valve).

Read slow----- 2005 & 2006 LS2 takes a PF46, 2006 LS7 takes a PF48. The OP has a 2006, you have a 2007. A 2007 LS2 takes a PF48. A 2008, 2009 & 2010 LS3 Takes a PF48. ALL LS7's take a PF48.
The PF44, and it's direct replacement PF46, do not have a bypass valve in the filter as it is part of the engine assembly. GM changed that for the 2007 year(the 2006 LS7 has the PF48) and moved the bypass valve to the filter, thus the change to a PF48 designation because the bypass valve is part of the filter. To make sure the two filters(PF44/46 and the PF48) were not interchangeable they changed the tread diameter and pitch of the mounting hole. PF44/46 has a 13/16-16 hole and the PF48 has a 22X1.5mm hole. A bypass valve is not a pressure valve as you state. The bypass valve is set to open at 16psi to allow oil to bypass the filtering media incase of any blockage.

It wasn't my intent to turn it into a pissing contest. I only wanted to correct the misinformation you posted before someone did damage to their oil pan trying to force a PF48 filter on the threated stud where a PF46 is spec'd. The OP was correct, as was I, in what filter is spec'd for a 2006 LS2, a PF46. You came back with the smart *** reply, that you later edited out.
