1st pull the center pin out about 1/2" and then pull out the outer pin. You can use a flat blade or a tool such as side cutters to pull out the center pin and then the outer pin.
Pull out the center part of the pin first. This will allow the outer "legs" to contract, then pull out the outer body of the push retainer. I use a flat bladed screw driver to get in under the center pin and then lift the center pin up and out. Now the outer retainer component will come out since the legs are no linger expanded.
