Tpms question

Easy to prove...let a bunch of air out of one of the new wheels....the system will not tell you about it.
And if the old wheels are still in the garage, you can let air out of one of those and the system will tell you.

Did you put the (RCDLRM) Remote Control Door Lock Reciever Module into the TPMS programming mode first, before trying to probram the wheel pressure sensors?
The ignition has to be on the accessory mode, not the ON mode. The horn will sound when you first enter the TPMS programing mode.

If you got them from a forum dealer you should definitely have received the proper ones - forum dealers know more about them than most local dealers.
I assume you got the gray peanut shaped sensors with GM Part# 25758220 - is that right???
I see that you got HRE wheels. How are the sensors mounted - in the OE manner, or deep inside the wheels with bands/straps?

I'm not sure that Wheels Boutique would necessarily know that. I've even seen a couple posts where guys said that their local dealers told them the 2005-2009 sensor (Part# 25758220) had been superceded by the 2010 sensor - but that's not true at all. So, if dealers don't know what they're talking about, I'd check with Wheels Boutique to make sure they gave you the proper part# sensors.
The 2005-2009 sensor won't work in the 2010, and the 2010 sensor won't work in the 2005-2009.
Also, as has been mentioned, you MUST get the antenna of the tool as close as possible to the sensor (within a few inches), you MUST put the antenna of the tool on the rubber sidewall of the tire right next to where the valve stem sticks out of the wheel, and MUST have fresh/strong batteries in your tool.
You also MUST get a honk of the horn when you put the car into the learn mode, and you MUST get a honk at each wheel (2 honks at the LR).
I don't know which Bartec tool you have - I think most of them are called "Wheelrite". The Trackside is their lowest/entry level tool, and the Tech 300 is a more fully featured tool (can update the software, can print out info about sensors that have been triggered, etc.). The Tech 300 Plus has a screen. But - they all work in virtually exactly the same manner when doing a relearn procedure to trigger your sensors and log their ID#s into your TPMS computer.
Below is a video using a tool virtually identical to a Bartec Trackside. It shows how to put the car into the learn mode, and it shows where I put the antenna of the tool on the tire sidewall.
