Mine does the same thing. Sometimes it will stay stuck on a certain temp for an hour or more. It will be obviously warmer or colder outside but it wont register correctly. Then for no reason it will just start working again. Never have been able to figure it out.
The owners manual explains it. Basically, you have to be at 30 or so MPH for a certain amount of time to get the outside temp to reset itself. If you're in stop and go traffic, it won't update.

Yes, it works. I'll tell you something my gm friend to me about this subject. Our o/s temp sensor failed and it would read waaay to high, like 120 degrees when it was only 90 outside. I made the comment to him that it was not a big deal if it didn't get fixed. I mean, you know, we lived without those thing for years and years. He said, well, it might be a big deal. If it had failed on the low side and registered below 50 degrees your A/C wouldn't work. Needless to say, I got busy and changed it that day.
To update the outside temperature immediately, push the following 3 buttons on the A/C controls simultaneously:
fan speed, windshield defrost, rear window defrost.
This sequence is NOT in the manual, AFAIK.
But when you do this the temp is unusally higher then it goes down real fast. Is this the temp of when car is sitting or of engine compartment?

It's the actual temperature that the sensor under the hood near the radiator is reading. It's the temperature you usually will see in the middle of the climate control window. Granted, it will probably go down once the car has been driven enough to cool things off in that area under the hood.

Yup, that's why the system is set to delay until the car has been moving for a while. Push and hold the first, second and fourth buttons from the right simultaneously and you get the actual sensor temp immediately. On a hot day after driving, that could be very much higher than the outside temp.
