As far as his speed goes, it really depends on where and what the traffic conditions are. If he was all alone out on highway and opened up, I would not be to upset, but if he did with other cars near him, then I would think what an idiot.
There's lots of roads out there where there is no traffic at night on that someone could open up the throttle for a bit.
