I'm not going to argue with you but I just bought a build sheet only and 2 of my friends purchased the window sticker only in the last 2 months.
Not sure how your two friends did that as the policy at the NCM has not changed. If you are trying to get a window sticker, you need a build sheet to populate it. As of this morning the website still indicates that requirement from the page that you linked above

My guess is they didn't. I wanted to buy just the window sticker to replace mine which was torn but had to buy both.
In June, this year, purchased ONLY the build sheet from the NCM for my new GS. 45 Bucks laminated. Widow sticker was perfect, so just had it laminated. All is Well.

Yes, you can purchase only the build sheet. You can't however purchase only the window sticker. A build sheet is required to populate the window sticker. The only option is if you could provide the NCM with a build sheet to produce the window sticker.
