Soap and water will clean away dirt and grime and tar remover will clean away road tar and grease, but I know of nothing that will replace the finish that has undergone beatings from rocks, sand, etc.
Adams makes a product Adams Undercarriage Spray, really does a nice job making the wheel wells look like new. Not sure how beat up yours are but this is worth a shot.
Any recommendations on how to get the wheel wells to look new again? I have an 05 and having the wells look new again would really dress the car up.
I bought a 05 with 9500 miles on it last spring and when I took the wheels off to clean and wax the barrels, it looked like the dealer painted them black,the wheel wells,not the barrels. I have to admit they look like new.

If you are talking about the wheel wells instead of the wheel barrels you can do what I used to prepare for judged car shows. First I would use a dish detergent and bristle brush to clean the plastic and metal parts in the wheel well. If there was any tar I would use a tar remover to get rid of it. After everything dried I would soak the complete wheel well and suspension components with standard Armor All (make sure you don't get it on the brake pads or rotors) until I could see drops of white Armor All everywhere. Then I would let it sit (overnight) until it dried and then use a damp towel to wipe down the plastic wheel well panels. This would make them look nice and velvety. After I drove to a show I would use another damp towel to wipe down the visible areas of the wheel well to get rid of any grass, etc that had gathered from the drive. The wheel wells always looked better than new. This treatment would last several months before it had to be repeated.

Black Magic Tire Wet in the spray bottle. Just spray into the wells around the tire and it leaves what you can see shiny black. The wells don't even have to be very clean.
If you clean them real well apply some tire dressing. If they are really bad get a can of semi-gloss for vinyl and spray them. Works for me . Mine look new after 4 years.
This is way better than Armor All or any of the other products i've seen mentioned here and when you finish the wheel wells it will also make your engine look like new.
