I just purchased a 2009 and the OnStar had a red light showing. you could try to make a call and it would tell you that you were out of minutes. It would tell me the old phone number. It would not connect to either the emergency red button or OnStar thru the blue button. They have it at the dealer ship (Cadillac) were I bought it and are looking at it now. They think its a bad Onstar module...but they did give me a brand new Cadillac to drive while they look it over. Hopefully I will get it back Monday...

The red led is indicating a dtc in the Onstar module and that may be causing the issue. You did give the command "my number" and it gave the previous owners Onstar personal calling number, but as you mentioned it was out of minutes so obviously the personal calling wouldn't operate.
If they repair your car on Monday, I would be interested what code was in the module. Some codes are internal faults in the module that cannot be repaired without replacing the module itself, but it could be a cellular antenna code such as a B2470 that may be repaired due to it being external of the module.
Another story for FYI....I bought an 05 low mileage last October and got 90 days of free Sirius/XM and OnStar. I was told to just press the blue button and answer the persons question and get an account started. Didn't work...asked the dealer what's up. At some time the technology went from analog to digital and it would cost like $700 to upgrade my system. I've never had OnStar and wasn't going to subscribe to it, it's probably hard to miss something you never have had.
Got mine back from the dealership. They had to reprogram the VCIM and it started working after about 20 minutes...I haven't had the time to check it again, but will this afternoon. Hopefully it will work. I did my activation online and got a reply so will see. They couldn't give me the codes it showed...said the tech was out to lunch...
