I would send it. I have a lot of experience with chrome and it will get much worse and rust will set in. If you know you are going to be keeping the car then get it done now because believe me ,it will get much worse. That bubble is eventually going to pop and the it will begin peeling like bannana.

I doubt if it will rust because it is probably forged aluminum, but eventually it will get bigger.
I would call whomever you bought it from, or the mfr., and see if THEY WILL pay for the shipping to them, and back from them. It's worth the asking since you are probably looking at anywhere from $10-$25.
And YOU ARE going to have to pay to remove the tire, and remount the tire, both about $25 each. So, you'll already have an unscheduled, extra $50 in it from your own pocket.
I would definitely call your vendor while it's still in warranty! Once corrosion (oxidation) sets in, you can't stop it.. You can slow it down, but it will never stop.
