If I'm not mistaken, I believe it just pulls off, then disconnect the electricals.

Right. There are 3 clips on the left and 1 on the right. Just pry up on it under the start button and under the ac vent. There are a few small clips around the round part on top that you pull down. If you have telescope wheel it helps a lot to have it fully extended. I had a tough time getting the plug out for the dimmer. It helps if you pry the ac vent out first.

Do a search here on dash removal for instructions. I have done several and it just pops off. Look for the instructions, don't just start pulling, you will break it.

Are you talking about the Instrument Panel Cluster Trim Plate (aka the upper gauge surround panel)?

Pictures & detailed instructions start on page 9 of 47 here:
http://www.theredlion.us/C6%20HUD%20...%20Rev%202.pdf

Tips:
-- Use a plastic trim removal tool.
-- There are 7 metal clips that hold the panel in place... as you remove the panel, these clips can become dislodged... make sure you keep track of all clips.
-- Plastic can be brittle when cold. Shouldn't be a problem in P.R.
