Check the alignment first!! I went with the Pfadt Street Alignment specs when I put on my new tires and the car drives great!!

If that doesn't fix it and there are no bad or worn suspension parts you could have a tire separation issue. On my 08 Pace car, before I changed my tires and had it aligned it was all over the place. The tire shop told me that on of the front tires the tread was separating from the ply’s. They said they could tell by the way the tire looked when they deflated it. They said that would have caused it to wander all over the road......

Are you sure it was not in a bad accident?
The reason I ask is you say it has 36000 miles and not one paint chip.I think this would be unusual on the original paint. It could be it was put for sale right after it was repaired and it was not repaired correctly.

36k Vettes should have paint chips, I agree it might have been in an accident. 19/20s? What else did he mod? Unfortunately you might be stuck fixing it or living with it. Get a good alignment shop to look at it as mentioned above. 19/20s will wander more though. Did he mention a tune? If so or if it does have one, you might not have any warranty.

I agree, if he had a custom alignment done with more negative camber than stock then the car will corner much better but wander.
