The power outlet in center console is a "constant on" type. (Always connected to the battery regardless of ignition or accessory power on or off) I think this button cuts the power to the center console power outlet. The previous owner put it so he does not have to plug/unplug the charging device from the outlet... Please try and let us know? Thanks.

Tried that 1st. That ain't it. I was pretty sure that's what it was, too.
If it has a NAV unit - see if you can goof with (change address, enter destination ...) in the NAV unit while the Vette's rolling. It may be a switch (mod) to disengage the NAV's vehicle motion lock-out safety 'feature'
I do know this switch is not stock from the research I have done. I have been wrong before so if you find something else out, let us know. Some of the suggestions on this thread have quite literally made me laugh out loud.
