I went with the cats for the legal aspect, and possible stink of the exhaust fumes. LG motorsports makes the best headers around by the research and reviews I have read. Just my opinion.

I'm giving thought to the LG's but my wallet isn't liking the price of them. I've been seeing the OBX's for really cheap but I'd rather buy American if all possible.
You won't pick up much hp w/o cats, but if you plan to supercharge they can be a source of problems (clogging). You won't pass a sniffer obviously or a visual, but I don't know how you guys inspect in Texas. PA is just an OBD code check, and under 5K/year is emissions exempt.
cats, its illegal in texas to have a car made after 1975(i think) without cats. the fines are stupid expensive if you get caught without cats on your car, not to mention it would be illegal for anyone to give you a inspection sticker if you have no cats. the power loss is unnoticable and cats cut down on gas fume smell.

I just purchased and installed LG Super Pro's with cats. Great price from forum vendor TPS Motorsports. Both TPS and Chuck of COW were very firm in recommending to use cats. Both said not only the gas smell would be bad, but the sound would be VERY loud without them. My C6 is a 2008 with the NPP exhaust. With the LG's the sound is friggin awesome!
I've installed headers on two of my vettes. Both times I started without cats and ended up adding them afterward. If you want to avoid the smell of fumes and want to attain a cleaner sound (IMO)...go with the cats from the get go. Worth every penny.
alrighty looks like consensus is Catted. Now to find a decent set at a decent price American of course. Looks like LG's seem to be the best cost wise, not sure about performance though.

They have a custom three inch collector that is proven just look at the facts. Call and ask the guys in the shop they will tell you all you need to know, and ask the guys here they will give you great advice. I am getting the Super Pro with Cats put on Friday, and I can't wait.

You probably won't pass smog inspection even with the high-flow cats that come with the headers, I didn't.
I'm curious about how such a situation is remedied. I've read from time to time about those who have such problems, but don't recall reading about how they're solved. Did you have to take the headers/hi-flo cats off, put the OEM stuff back on, pass the inspection, then put the mods back on? And so this is every time an inspection is due, the same off/on needs to happen? What about the tune? Does that have to change before and after inspection too?
I tried to trade my GTO (without cats) in on the C6 I have now and the dealer would not touch it. The cost to change it back was more than it was worth so now I have both.

Crappy Dealer, I traded my GTO w/o Cats and it wasn't an issue. Catted GTO mid-pipes are $400.
SC doesn't have inspections so you can get away with anything! If you know someone in a nearby state that doesn't have the same requirements, maybe you can register it at their address (though it may affect insurance rates).
My brother boosted the gas mileage on an old cargo van by 50% by cutting out the cats and putting in straight pipe.
