The ballast went bad on my grandsport. Does the bumper cover have to come off or can it be accessed by removing the tire and getting behind the inner fender?

i only know where the bulb is back there... not sure how to get at the actual ballast for it :/ good luck, im sure its buried somewhere on these forums..
As mentioned, use extreme caution and understand what you're doing. Some here have replaced the ballast but I think most leave it to a dealer. Good luck.

If your ballast is bad which is rather soon you can get to it from under the front air dam. Remove the air dam and plastic extention where the brake duct is located and look up toward the hood and you will see the bottom of the headlight assembly. The shiny square thing is the ballast. Use a 7mm socket on the 4 screws that hold it on.
It's a fair amount of effort so make sure it's your ballast first.
