Does that show enough of the plate to be legal for those states that require a front plate?
Luckily my state doesn't have such a requirement so I don't know (and I'm lucky in that regard).

it meets the spirit but not the letter of the law. many jurisdictions won't stop you for this alone, but some will. and in this time of need for revenue, that will be more frequent.

Some states require that mount and display of the front license plate should be on the frontmost (don't know if that's considered a word) location of the vehicle. Yes the mount allows for a front location of the plate but the front facia is an overhang in this application and may be seen as an obstruction.
My recommendation is to go with the show in go license plate bracket and mount.
