There is some type of electric powerball cleaning machine out there. Someone will chime in sooner or later. The photos I seen look great, but since I have long tubes and no cats, I don't care. My exhaust tips look like a chimney stack full of soot.
What is the best cleaning product to use to get the tips back to its original bright shine?
Go to your local Harley Davidson shop and get "Harley Bright Metal Polish" for like $6.
It's in a tube like tooth paste, I did all four tips in 15 minutes and they look like new.
I went to Harbor Frieght and picked up some polishing compond and a barrel applicator that goes on a drill. 5 mins on each tip makes it look like a MIRROR. After you use the compound, you need to use a metal polish/sealer to finish the job. Wherever I go people ask ...."how did you get those tips like that"? It also works great on the outside of the exhaust but that takes alot longer.
After polishing my tips I use Glare Polish. It is supposed to withstand up to 500 degrees. I'm no chemist, and I have no way of knowing if this is true, or even if the tips get hotter than 500 degrees, but it seems to work great. After a longer ride, I do try to wipe them off immediately after shutting down, which helps also.
My question is how do you polish between the exhaust pipe extensions and the bottom of the car.Is the polishing pads large enough to polish the extensions with out touching the painted areas?
Answer: "Very carefully." The polishing bonnets are different diameters and taper so they will work. I use a small aluminium plate that I slip in between the pipes and the painted surfaces.
Just take your time. Obviously easier if you have the vette on a lift.

I wash my car after every two or three outings. I use a circular brush with soap and water to clean the insides of the pipes and a wash cloth to wipe down the outside of the pipes. Did this on my 2005 and now my 2009 and never really had a need to polish the tips. No Trophies for me!!
