Are Corvette tires balanced by duct taping weights to the rim? My "new" 2008 has a row of weights taped to the rim of one tire. Is this common?
No. The wheel weights have an adheisive backing and do not use duct tape. Sounds like the adheisive has gone south and they stuck them on with duct tape. Bubba in action.

Ok, so this is the way it's done then. I didn't know that. I've had so many other problems with this "Certified Pre-Owned" vehicle that I wanted to make sure this wasn't another issue. Thanks.

I have never seen any stick-on wheel weights come from the factory on any car with duct tape holding them on. Neither have I ever seen a reputable tire shop use duct tape to secure the wheel weights.
Back in the day, we(drag racers) used screws to keep the tires from spinning on the rims, and I have never seen any tire/wheel come from the factory with screws through the rim into the tire bead, nor have I ever seen any tire shop do it to a street tire.
What a racer does to a race car is not indicative of what a car company nor a tire shop does to a production based street car.
Did you notice that the OP said only one wheel had the duct tape. That's Bubba in action, not a racer. A racer would have used duct tape on all four wheels, if he felt it was necessary in the first place.
