OK, how do you have the ignition on and the engine off? Do you mean accessory mode?

The sensor that's "up front' doesn't control the HVAC, it only reports outside temps. The inside the cabin sensors determine how much heated or cooled air is delivered in the cabin per your setting for desired temperature.

Push the bottom of the ign switch as if going into Accessory, but hold for 5 seconds (seems like 10).

Everything will power up (fuel pump, headlights if dark, etc) but the engine doesn't start.

Yes:I know that.I meant the sensor behind the front bumper sets the out side temp.The sensor that controls the cabin temp is right below the steering wheel on the right.

That's the 'recirc' button man. Just received my documents and manuals, and this HVAC, although the ugliest I've had, it's the best . To turn the system off, you just push the temperature selector. And that works for the passenger side too. And best of all, besides being able to change from fresh to recirc mode with HVAC off (like most systems, except BMW), you can also change the temperature. Nice.

Not ruling out that something actually "is" wrong, but, IMO, I think the following post explains it because from my experience I came to the same conclusion .. for what it's worth.

I have to agree with your thoughts/reasoning because I've experience the same thing.
The one constant I find is when it's cool/cold out and Not sunny, the system works like I would expect it to from a cold start and just starting out for a drive.
And other times making adjustments after driving around for a while, with the temperature already established in the car as you say :
"Between the heat from the exhaust and the firewall and the heat from the sun the car needs A/C on a 60° day to maintain 78° inside"
it seems all that affects how the system reacts trying to automatically attain the temperature it is set to.
It's doing what it's supposed to, just doesn't seem like it.
For me, unless it's really cold out, I rarely have to set the heat higher than 68.
I'm usually running the AC to keep it from getting too warm, even when it is cool/cold out
Just my thoughts and experience for what it's worth

Try the simple solutions, disconnect battery for 30 minutes/ hold a number of buttons for whatever. If that don't work you probably have a torn shroud and/or one or more bad actuators. The C6 has no doors. It have a large shroud that moves back and forth propelled by the actuators. The shroud is like a large roll of 35 mm film.
My HVAC (2005) went nuts a few years ago. The shroud and both actuators were replaced. Bad news is that the dash has to come off. Had it done by my local Caddy dealer under ex warranty. Cost w/o warranty $1550. I chose the Caddy dealer over Chevy dealer because they were able to diagnose the problem while my Chevy dealer was just blowing smoke. The Caddy XLR has the same unit and they had some experience , none with the Chevy dealer. When the dash is removed don't go to the dealer to see it, it will make you sick.
I have the old shroud in my garage, it was badly torn .
