Like the title says, 2008 victory red, black interior, automatic, 3LT, Magnetic suspension, but 33K miles.
It's at a dealer in Washington, is $34,500 too much for this? I'm concerned about the miles.

A bit on the high side, by about 2-4k IMHO.

Why are you concerned with the miles, that is 8250 miles per year which is low for any vehicle.
I dont understand why people think a vette cant handle miles like a normal vehicle does. If the price is right then the miles wont matter. I personally got lucky and found mine with 3200 miles on it, in the 2 months we have owned it I have already doubled the mileage on it.

The car is a 1 owner and was purchased originally from the same dealer that is selling it now, so all the repair, warranty history is available. Hopefully he will come down on the price.
But then I wonder about the wisdom of getting something like this, same options, much less miles, but 2006

Since you asked for opinions, I wouldn't go over 32,000. You stated he is the original selling dealer so he must be a Chevrolet dealer. If it's GM Certified 32.5-33k would be a decent price.

Not concerned with the miles, as far as being too many, just the price / value for the year with 33k miles. Seems that I have seen cars that have sold here with the same options, year, and 15k miles or less selling for the same price or less. In my area, Oregon / Washington there just doesn't seem to be many low mile options unless you are getting a 2006 or 2007.

Someone chime in on the dealers cost and length of the certification. There is no deductible as this extends the original warranty. These get expensive to fix, quickly.

Good car, offer 33K out the door. Drilled rotors means Z51 suspension, unless previous owner had them installed. Don't consider the 2006, it has the LS2, LS3's came out in 2008.
