If you've tried a new ballast/igniter and new bulbs, that only leaves the wiring to the headlights, unless the ballast you got also happens to have the same issue.
I guess i could try to pick up a direct power rely for it see if it corrects it..
ya def something going on with the pass side of the front end,
Low beam and fog light are dimmer then the driver side. Will direct power even help this? bc isnt the relay/battery power just help them up power up. if you have flicking issues?

OEM low beam ballast does not include the igniter. The D1S lamp's igniter is the small square "box' attached to the base of the lamp.
As far as the problem being common to both the fog light and low beam on the passenger side, check the ground(s) and closely inspect the connectors for corrosion/arcing. Perhaps that side of the car/harness got wet.
Just my best guess on the potential source of your problem. Good Luck.

ya i cleaned all the connections on that side.. grounds are solid... idk what else to check for..
