I just got one of these. Under $20 and free shipping. If you have an android phone it works wirelessly through Bluetooth. There is a free app called torque that reads and clears codes as well as a dashboard (rpm, speed, temps, etc)
Depends what you are planning on doing. An OBD2 scanner can read powertrain codes and a few higher end ones can read ABS and Air Bag codes but that is the limit. If you want to read the rest of the codes (suspension, HVAC, doors, seats, etc) on the car then you need a more expensive device or software. With the best OBD2 scanner you won't be able to access about 40% of the codes that are on the car.
