I called the NHTSA and made my complaint about my brake lines
and they are sending me paperwork to complete it.
This is NOT a warranty issue as GM said its a SAFETY ISSUE I was told.
I will give more info as I get it.
I filed a complaint with the NHTSA once over a Toyota that always pulled to the left and couldn't be corrected. 100s of people had the same problem. The NHTSA said that they had numerous other complaints on the same issue but since there had been no fatalities reported, they wouldn't do anything about it.

NHSTA already knows about this or there wouldn't have been a recall. They know how the issue occurred and when the issue was corrected. That's what the VIN range is about. If the OP's car is outside the VIN range then it is a different issue. If it were a major issue affecting a large number of cars then a second recall would have been issued which isn't the case. Also, it was only the rear brakes. The front brakes where most of the stopping power is done were unaffected. Even if you cut the rear brake lines and pump the brakes until no more fluid comes out, the front brakes continue to function normally.

Recall #04086: Product Safety - Rear Brake Line Routing was to cover a safety issue for brake line rub through at the rear of the vehicle, not the exhaust manifold.
Your car was about 6 -7 years old when you acquired the vehicle, so you do not know the entire service history. Someone could have bent or repositioned the brake pipe during service. Did you check to see if you have a bad engine mount allowing for excessive engine rotation? Since you are not the original owner, you can not assume it is GM's fault.

If you did not read tge ENTIRE recall do not comment!
You need to read it FULLY before making a comment based on bits and pieces.
Engine mounts are NOT bad either...stop defending faulty engineering!
