Default Measuring rim width?

Im looking at a set of rims locally and I need sizes for my narrowbody corvette 18x8.5 and 19x10s. I was told that you are suppose to measure from the inside of each lip to get the correct width right? he swore up and down the were the correct sizes but when I went the measure the rears they were only 9.5 inches wide from the bead seat to bead seat(inside lip to inside lip) am I doing something wrong?

That is correct, you measure from bead seat to bead seat.

Outside measurement would be the thickness of the wheel material (X2) subtracted from the outside measurement. Your figures; 9.5" bead to bead + (1/4" X 2) = 10.0", a 10.0" wheel would measure 10.5" outside to outside; 10.0" + (1/4" X 2) = 10.5"

Be sure and check offset (backspace) also.
