I saw a performance chip for sale on ebay an wondering if those things actually work? do they give u more horse power an better gas mileage as advertised for just 20 bucks? or is it a scam

Just stop, re-read what you asked and use common sense.
1) It's being sold on ebay (probably from China)
2) It's only $20
If GM could have added something to the car that cost $20 and allowed them to state higher HP and MPG...they would have.
It's absolutely a scam. Too good to be true.
