Default HVAC problems

I just replaced the HVAC controller because it would work intermittently, once it was replaced I am still experiencing the same issues. I pull the fuse for the HVAC power sounder and plug it back in and sometimes that will allow the unit to start blowing and other times it doesn't turn on at all. Has anyone else experienced any issues like this?

Also if I turn the car off and restart it a couple of minutes later I will have to pull the fuse again.

The part that has me puzzled is if it were a bad motor or ground then pulling the fuse shouldn't allow the unit to start operating again....
