Wow! A lot of owners on here won't let their own famiy members drive their cars. You definitely get kudos for asking.
I don't think you will find any "stranger" who will let you drive their car
I've had a C6 for the last 10 years and only 2 other people (besides dealership auto techs) have driven any of them. One is my niece and the other is a lady friend who owns one of the C6s that I used to own.
Look for one that's for sale at a dealership and ask for a test drive.
Google: Corvette Rental, Houston, TX. There are several options in the greater Houston area.
Get someone 25 or older to go down to the rental place with you who has a credit card with $10K available credit on it and you're in like Flynn.
Go to a track school, as in Spring Mtn and drive the snot out of a new C7 then decide how great of car you would be buying. The track school is good training for owning a C6/C7 and if you can't afford an entry level school you probably shouldn't buy the car. IMHO They are not cheap to own.

The OP's not looking to buy, he is looking for a complete stranger to give him a birthday present for his majority.
I'm a little more protective with mine because it's a stick and I don't want my clutch burned up but If I had an automatic, I would let more people drive it as long I was along.
Interesting... at his age the government allows people to drive and fly multi-million dollar vehicles and aircraft... yet no one will grant a simple birthday request. He's not asking to be given the car for a weekend folks, he just wants to drive one.
My life long love of motorcycles came from a kind neighbor who taught me how to ride an old dirtbike and then turned me loose on it...simply because he thought it would be good to get another person enthused about motorcycles.
I'm in Phoenix, and my Grand Sport is a manual, but if you come here, I will give you a couple of driving lessons and then you can drive my car.
I look at it this way... the value of the car is lower than the value of shaping a young mans future and granting him a wish, especially at this time of year. Geez folks, I love my cars too, but at the end of the day, they are only cars.
