Default Is this normal?

This was a brand new z06 brake kit and now has about 15,000 miles. On my old base rotors this never happened at all. I was under the impression that all these rotors are sprayed with some anti rust coating at least around the centers and outer edges? Am curious because none of the other 3 rotors show this and are all relatively clean like the area around the rust in the affected rotor. Car is DD so in rain.

If this is normal how can I clean it up and avoid it in the future?

Normal. Get a can of VHT wheel paint and spray the rotor hats.

I bought the zinc plated OEM ones, and they won't rust there either

My OEM rotors are like that. I have a set that I use for track days that have some type of coating and don't rust. It doesn't cause any change in durability or performance. It just makes them look a little shabby.

Rust is normal and every time you wash the wheels, the rusty water trapped in the inner cooling vanes will be flung all over your clean wheels.

I had my Z06 rotors zinc plated locally. Very inexpensive and they still look great 9 years later.

One issue I did have was that the plating company did primarily large industrial pieces and their electrodes were too big for them to effectively plate the cooling vanes sandwiched between the rotor faces. I used silver VHT paint for this part of the rotors and they have also held up very well.

Some of the rust removal products that you can buy at your local building supply or auto parts store will leave a phosphate coating on the bare steel/cast iron that is rust resistant. You'll have to investigate different brands.
Not sure if it would be a problem on the actual friction surfaces or not, but I would just use it around the edges to be sure.
Or, wire brush it off and it will develop a darker, hard rust finish.

Completely normal. Brakes oxidize quickly.

I used this stuff on my last car and it works great. It goes on easy and dries to a flat black that actually looks good as-is.

Easy and cheap fix. Black permanent marker. Been there, done that. Works great and will last. I did mine on my Z over 2 years ago and still no rust. No need for masking off anything, just simply put the marker on the hub and spin the wheel.

Is this for reals?? I did the spray paint on my previous car and it starts to crack where the wheels sit at. Then when u wash it with pressure it'll crack everywhere.

The rotor cover I'm putting on http://www.pfyc.com/pc/C64001/C6EXT/...6Corvette.html is powder coated and not so post to crack. It only covers 2-3" of the rusty hub of your rotor.

When you guys paint your rotors, do you take the rotors off, or just tape off the areas you don't want the paint?
