I'm sure it's just the rubber air deflectors rubbing. When I lowered mine on the stock bolts, I had the same issue as you. I just trimmed off 1/2" off the bottom of my deflectors and now it only rubs on speed bumps occasionally.
Yes... I have headers on the car now.. and Im going to have to look it sounded like it scraped the other day.. would hate to bend a tube! Need to get under there and see whats going on!
and you thought this wouldn't be a problem before you lowerd it?
Before I didnt have as many obstacles...
Now seems like every street im on has one..
Maybe its just me.. but didnt think it was going to be a big issue until Im living it an mainly HEARING it!!
Sorry OP, I just could resist the urge to chide you a little for lowering your vette. Golly, as if a vette isn't already low enough in stock form to scrape the road.

When possible, always approach speed bumps on a 45 degree angle so you never have 2 wheels off the ground at the same time. Works well for most bumps.
My Vette isn't lowered ... it does OK with most speed bumps (which they'd outlaw the things, especially the really rough ones), but there's a manhole cover in my neighborhood that sticks above the asphalt so far I scrape on that. I have to go around it, and it's in the middle of a lane.
Koni FSD on a Z51 option means a lot lower ride height. Scraping has become as much of a bitch as the roof noise. Car probably sits at least 1.25 inches lower than a non-Z'd base.
Lowered on stock bolts here also. I have to do the 45* on approach and departure of my driveway. Everything else simply rubs the lower under the front.........it's a sacrificial piece. I don't sweat it - they're cheap to replace when needed.
Oh! My headers hang lower also and I haven't ruined them yet. LOL!
I am lowered on stock bolts and one bushing cut and I have long tubes. The only thing that hits is the front air damn and it does not get hurt. Now I do approach the speed bumps at an angle when traffic allows or else I go over them slowly. I was going to install a ZR1 style splitter, but it would have been just a little over two inches off the ground, so I decided not too.
I am lowered on stock bolts with one rib cut out of rear bushing. APR front splitter, carbon fiber side skirts, and long tube headers. I scrape the plastic air damn underneath often but only scraped (very lightly bottom side) front splitter once and its because I wasn't paying attention and didn't go in parking deck at angle. Looking at my car you would think it couldn't go any where without out scraping, but I have no problems as long as I pay attention and approach thing at certain angle.
My headers LG Motorsports, which are slip fittings and don't hang down as low.
I could not get out of my driveway with a ZR1 style splitter on my car. The extra length would simply cause it to crack and fall off. The front air splitter on the GS rubs hard now. :-(
FWIW! I actually bought aftermarket lowering bolts and have yet to install them do to the driveway issue and the fact that my LG headers do hang almost a full 2" lower than the bottom of the car's underside is. Like I said - I haven't ruined them yet.

I was thinking about lowering the rear on the stock bolts but never thought about lowering the front as it is already low enough. Especially in Houston with all the speed bumps etc. I have a GS and the stock front height has me scraping if I am not very careful everywhere I go.
