I am trying to upgrade my steering wheel to one with radio controls. Have already replaced clock spring and and the harness that plugs to cause the connector original harness had a four wire connector and not an eight. Replaced stock radio with stock Navi system and still not able to figure out how to get the controls to work the radio. Please help

Not all Nav radios are compatible with steering wheel controls. What is the part number of the radio you installed?
2009 - 2010: 20906715
2011 - 2013: 20856087
There may be others as well -- GM did supercede some part numbers, so those older "replaced" part numbers are no longer in their system, even though they may work.
Always double check the year of the donor car before ordering, but with all the radio swaps going on, the part number is still the best bet. If unsure, throw it up here on the forum... lots of experienced people here that can help.

Just simple part lookups, and knowing when certain features debuted and what years they were standard. However it's an inexact science at times, as GM can and does supersede parts on their books, especially as the years go by.
I'd try your original radio... it may work with the controls. If not , you've only lost the little bit of time it takes to reinstall it. (you don't need to have the dealer program it, as it already has your car's VIN in memory)
Edit: SWC were only available on Bose in 2007-8, so GM *might* have been using the old non-SWC radios for base cars. Your PN is one that has been superseded, so its hard to say for sure either way.
