Default Coolant Temp

My coolant range around 198/99 while driving but once I come to a stop i notice it starts to rise slowly then once I start moving it's goes back down, is that normal.

Yes it is my car does the same thing, Pretty normal.

It rises while you are stopped because there is no air flowing through the radiator. That's when the fan takes over. When you get moving again the air picks up again and the fan speed slows down.

The same goes for oil temp if I'm not mistaken.

And this is completely different than (most) cars that have fans driven by the engine. Engine driven fans spin all the time...electric fans can almost go off when the car is being driven fast enough to get the air flowing through the radiator...they just are not needed at highway speeds, thereby saving energy.
