There has to be more to it than that. Caught racing, double the speed limit, 25+mph over, etc? Or else they'd be impounding cars left and right. Either way that'd have to be an awful feeling seeing your car loaded on a flatbed not knowing if you're ever getting it back.

Yup, since NY is littered with the top 1%'ers, and most them are on one first name bases with both the head of the city and police force.
So high speed in a ricer or other plan Jane car like a vet, and bank that it's not going to end well; unless you have your pregnant wife in the passenger seat and taking her the hospital (she sitting in a pool of her own broken water, the kid crowning to boot).
High speed in a Bugatti Veyron up to the event in the Hampton's with the mayor in the passenger seat, bank that your going to get a high speed escort to the event instead.
A lot of states have implemented laws that allow the confiscation of a car that is exceeding the posted speed limit, but usually by a large amount like 30 plus over.
@ Dano: FYI, I don't know where you live, but one should make a distinction between NYC and the state of New York. It is quite common for anyone who doesn't (or never) live in or near NY State to say "New York" but only mean NYC.
I live in western NYS, about 350 miles or so from NYC, in the woods on a dirt road, nearest town is 5 miles away, has one traffic light.
Rural NYS is quite conservative, nearly every house has at least one gun in it, crime is nearly non-existent, cops know --or know of -- nearly every citizen, and we are a world away from NYC in a cultural sense and most other senses (including language).
