I have an 08 with npp exhaust and a wild to mild control. When on, the sound is too quiet and when off it sometimes gets on my nerves. I disconnected one vacuum line and plugged it. Now the sound is not too quiet when on and I can still have it loud. Will having one unbalance the pressure and cause any problems?

I don't think it will cause any problems but doing it that way will create a difference in backpressure between the 2 sides. There are some mods you can do to keep both actuators open a little when in quiet mode. Someone here makes a clamp you can buy and adjust as needed. Or, if your a cheapskate like me you can DIY a simple stopper like I show in the pic. I used a 3/8 fuel hose and cut to 1 3/8", then sliced it lengthwise to fit over the actuator shaft. Using 2 small hose clamps, one at the end and the other close to the actuator which can be adjusted depending on where you want it to bump up against the screws on the vacuum assembly. Hope that makes sense! I have it adjusted so the flaps are open about 10%. It still has a nice rumble on idle and gets loud when on the gas but quiet enough so you don't get that drone in the cabin! Here's a pic.
