Replying to your own post.
I've noticed that on some posts you can reply and others you can't, or at least so it seems. Since the Help button never seems to work for me and the e-mail isn't operational I was wondering why this is? Also if there is a place to go to learn about all the in's and out's of the site.

If you are not loged in the "Reply" button will not show up. But if loged in it should be there.
