I have a 2012 with 24k miles and the A/C isn't operating correctly. It will blow hot air and has a nasty smell, then it will work. I sometimes have to start and stop it multiple times to get it to operate. It also tries to go into recirc automatically. It is not low on refrigerant and the cabin filter has been changed. Living in Arizona, there usually aren't mildew or mold problems, so I am perplexed. Any suggestions are welcome...well not ANY, but most.

The nasty odor is either mold or a dead animal. Mold is pretty common, but not in Az as you said, but still possible.
As to the operation, with so little info I can only suggest you take it someplace that has a Tech II tool, like a dealer, and have the HVAC codes checked to see if anything is being reported.
You might want to check and make sure the drain isn't clogged.
If the drain is clogged, eventually your passenger carpet will get wet. Check for drips or wetness in that area. Also, when you stop the car after running the AC you should hear drops of condensate hitting the exhaust and sizzling. If you don't hear that, it's a good chance you have a clogged drain which is a pretty easy fix.
