While changing the climate control module I noticed the sheet metal panel holding the airbag component is covered with a light coating of rust.
Just wondering how normal this is.
At this point I really do not wish to strip it out and paint but may do so later in the year.

Completely normal, surface rust from moisture in the air.

Don't know if it's normal, mine was not that way last time I had it out. I would take a small brush and coat as much as possible with rust inhibitors.

Mine looks just like yours, so I'm going with normal. Btw, mine is always garaged.
