Disconnect the negative terminal on the battery for a couple minutes. This may allow the system to reset.
You need to get a Column Lock Eliminator. Here is a link to the one on ebay that I have installed on my 05.

That was before the guy that designed and made it had a falling out with them and left. Since then Corvettes of Houston has been making their own which I understand are not as good.
