Perhaps you don't get out much. That's a C6 kit that has been out for several years. Have seen these at car shows.
Why? because some people want their ride to look unique but what looks cool is different for everyone.

Uhh, count em, I think there are 4 round tail lights. Placement of the 2 back-up lights, and the rear flag too.
And I noticed..... where OP posted this
The owner evidently likes what he has so no problem. It's not sitting in a garage.
