Default Oil filter question

Does GM (Delco?) offer...good, better and best oil filters? If so, what is their top of the line, "best" oil filter?

The UPF48R is the OEM filter for the LS9 in the ZR1. It's basically the same as a PF48 but with thicker casing to increase the burst pressure rating to handle the higher operating pressures from the dual-rotor oil pump in the LS9. I can't remember which year, but the last few years of the LS7 in the C6Z06 switched to this filter, but not because of any requirement. For any non-LS9 engine with a stock oil pump, the only benefit is that it'll hold up to road damage a little better if something bounced up and hit it while driving. If you want better filtration, look into one of the many synthetic filters (Bosch, Mobil 1, etc.) and double check the burst rating if you have an LS9.

I use the Mobil 1 M1-113 Extended Performance Oil Filter on my 2013 GS.

i think in 09 or 10 the Z's started coming with them

I've never had a problem with Mobil 1 oil filters.

I've never had a problem with the AC Delco PF48 filter. If I can't get the PF48, I will use the WIX equivalent, which is another excellent oil filter for the LS2/LS3 engines. Stay away from the PF48E filter. It is made by Fram.
