Coupe rear hatch power pull down

And this is one of the reasons why I've drastically reduced my participation here.
2007 manual was written before the 2007 design was finalized expecting new FOB with integrated key but the new design didn't work and so was not released until 2008 model year.
The pocket in the right rear inside corner of the hatch had a handle inside to pull down but it is reported people were catching their fingers in it so it was removed in early 2007. But only GM seems to know exactly why it was removed. As compensation you should have better looking rocker panel trim inserts.
The electric hatch pull down is on the coupe but not the Z06 until 2009. The convertible never had it for obvious reasons. The pull down seemed to be needed because the car is so tight that air would be trapped inside if the a door or window wasn't open. It works when you get within a few inches of closed. If you get close to closed and push down lightly you should hear the motor activate and the hatch will pull down assuming your 2007 isn't a Z06 or convertible. If it doesn't it is most likely the switch is stuck.
You say that you're not sure if this is correct. Then follow my suggestion with the door or window and with them closed and see how the hatch reacts.
Your theory doesn't make sense to start with. Closing the doors will not create a lower pressure inside the car. However, with the doors closed and the windows up, it's harder to close the hatch due to the volume of air that it displaces as it approaches the closed position. Thus, GM put in a power assist that pulls the hatch closed.
Additionally, the power assist doesn't care if the windows are down or up. My power assist latches the hatch every time the hatch is closed - irrespective of door or window position.
